Details regarding the committees and processes that lead the planning and implementation of development projects at the Grama Panchayat level are provided below. A robust planning system exists at the grassroots level as part of Kerala's People's Planning Campaign.
Key components of the planning process at the Grama Panchayat level:
1. Development Standing Committee
The Development Standing Committee is responsible for the preliminary planning of development projects within the Grama Panchayat.
Responsibilities: Preparing projects and evaluating their progress in sectors such as agriculture, soil conservation, social forestry, small-scale industries, housing, and public works.
2. Working Groups (Karma Samithis)
Working groups are formed across various sectors to prepare the Grama Panchayat's annual plans based on a clear order of priority. For example, there will be specific working groups for sectors such as agriculture, manufacturing, health and sanitation, poverty alleviation, and women and child development.
Members: Elected representatives, relevant officials (e.g., Agriculture Officer, VEO), and local experts will serve as members.
3. Grama Sabhas and Plan Formulation
The actual planning process begins at the Grama Sabhas.
Grama Sabhas: Voters from each ward gather to discuss local development needs and submit proposals.
Development Seminar: Working groups consolidate the proposals received from the Grama Sabhas and prepare projects. These projects are then discussed at a Panchayat-level development seminar, where the annual plan is finalized.
District Planning Committee (DPC)
The District Planning Committee (DPC) grants administrative sanction and final approval to the plans prepared by the Grama Panchayats.
The DPC functions in accordance with Article 243 ZD of the Indian Constitution.
Chaired by the District Panchayat President, with the District Collector serving as Member Secretary, this committee is responsible for allocating funds to the plans of local self-government institutions and approving amendments. Note: To make decentralized planning more participatory at the central government level, special Gram Sabhas are convened annually between October and December—as part of the Gram Panchayat Development Plan (GPDP) or 'People's Planning Campaign'—and the resulting plans are uploaded to the e-GramSwaraj portal.
